Spurs have been long-time admirers of the Magpies midfielder and have finally moved for their top transfer target after the summer window opened.
While Newcastle initially rejected an offer believed to be around £80 million, Roberto De Zerbi’s side were not discouraged and continued negotiations.
Football.london understands that an improved offer of around £20 million more has now sealed an agreement between both clubs.
It is also suggested that the deal is structured as £92.5 million upfront, with a further £7.5 million in add-ons, depending on multiple Champions League qualifications.
It is a strong piece of business for Newcastle, who will now turn their attention to replacing one of their most valuable players ahead of the new season.
Spurs, meanwhile, are reportedly continuing their squad rebuild to give De Zerbi the best possible chance of success in the 2026/27 season.
The Italian head coach guided the Lilywhites away from relegation danger after arriving in late March but could only secure a 17th-place Premier League finish.
He is now focused on rebuilding the squad and bringing in new players to strengthen the team.
Elsewhere, Tottenham are also close to signing Mateus Fernandes from West Ham United, having agreed an £85 million deal earlier this week.
The 21-year-old was a key target alongside Tonali, with many believing Spurs could only afford one of the two due to their high price tags.
However, it now appears that both players could arrive at the Tottenham Hotspur Stadium next season.
